Industry Leaders Provide Gov't with 16 Proposals|貿易戰衝擊 工商界向政院提16建議案

The US-China trade war continues to escalate, making it difficult for Taiwan to achieve economic growth of over 2 percent this year, causing industry and commerce leaders to worry that the domestic economy will continue to worsen. They have therefore called on Premier Su Tseng-chang on May 21 and gave him 16 proposals to consider.

Industry and commerce leaders headed to the Executive Yuan on May 21 to call on Premier Su Tseng-chang and attend a breakfast meeting. They included Taiwan Glass Industry Corporation Chairperson Lin Por-fong, Fubon Bank Chairperson Daniel Tsai, Far Eastern Group Chairperson Douglas Hsu, and Taiwan Semiconductor Manufacturing Co. Chairperson Mark Liu. They provided the premier with 16 proposals. Lin, who is concurrently the chairperson of the Chinese National Association of Industry and Commerce (CNAIC), said the government's energy policies are unable to meet industry requirements.

To achieve a stable electricity supply, the price of electricity should be reasonable and nuclear energy should be used as a reserve power source. This will ensure that there will be no electricity shortages during the process to switch to green energy.

The reserve margin can reach 15 percent this year and next, while the reserve capacity can reach 10 percent. The electricity supply will not only be sufficient, but can also meet the electricity requirements of Taiwanese businesspersons returning to Taiwan.

The 16 proposals put forth by the CNAIC included revisiting the policy forcing companies to purchase green energy, including the stipulated proportion and price. Moreover, nuclear energy should be used to support green energy until renewable energy sources are widespread. They also recommended further relaxing restrictions on offshore funds returning to Taiwan to attract the return of offshore funds for investment, as well as expanding the tax privileges under the Statute for Industrial Innovation; repealing the commodity tax and stamp tax; and relaxing restrictions on foreign nationals working in Taiwan. Following the breakfast meeting, Lin convened a press conference.

(The Ministry of Economic Affairs said) both coal power plants and natural gas power plants are being constructed and will be completed. Nuclear energy should be used to support green energy before it is achieved. The government should once again and prudently consider energy policies.

Lin also said cross-strait policies have a huge impact on the economy, and the continuation of the United States-China trade war has affected US$13 billion. He urged the government to roll out countermeasures. When asked about repealing the stamp tax, Su said it is an inopportune time but he will ask the Ministry of Finance to look into it. He also said the Executive Yuan will ask the respective ministries to provide written responses to the 16 proposals within one month's time.

工商協進會理事長 林伯豐表示:「對於穩定供電,應該有合理的電價,將核能做為儲備電源,確保綠能轉換的過程中不缺電。」

行政院長 蘇貞昌表示:「今年明年備用容量率,可以達到15%,備載容量率達到10%,不僅充裕供電,而且足以因應,台商回流的用電需求。」
