【李福軒專欄】美國不反對台獨了 是好是壞？

美國總統川普於2025年1月20日上台後的動作完全筆者與符合部分非傳統政論人士的期待，立即發布了一連串的第一批共46項的行政命令。其中最為突出的一項即為宣告美國聯邦政府只承認2種性別，「男性」和「女性」，且以人類是否擁有卵子或精子為標準，而非以染色體。行政命令名稱為「保護婦女免受性別極端主義侵害，並為聯邦政府恢復生物學真相 (DEFENDING WOMEN FROM GENDER IDEOLOGY EXTREMISM AND RESTORING BIOLOGICAL TRUTH TO THE FEDERAL GOVERNMENT)。

川普就職後不到一個月，美國國務院官網即在2025.2.13 PO 出新版對台政策，標題是U.S. Relations With Taiwan (美國與台灣關係)。這是美國與重要對象雙邊關係說明書(U.S. Bilateral Relations Fact Sheets)的一部分；當然這也是每屆新總統的慣例宣示。

有趣的是，慣例上存在說明美台陸關係段落的那句「不支持台獨(we do not support Taiwan independence)」卻在新版美台關係說明書中的消失了。這可讓獨派支持者士氣大振，在媒體上大肆宣傳加讚揚。

但，事實真是如此嗎？

撇開上次(4年前吧)美國國務院網站把「不支持台獨」這句話拿掉後不久又放回去的事件不談，把全文仔細讀完，做個比較，就會發現一點小小的大貓膩。

新版美台關係說明書的美台陸關係段全文為：

The United States’ approach to Taiwan has remained consistent across decades and administrations. The United States has a longstanding one China policy, which is guided by the Taiwan Relations Act, the three Joint Communiques, and the Six Assurances. We continue to have an abiding interest in peace and stability across the Taiwan Strait. We oppose any unilateral changes to the status quo from either side. We expect cross-Strait differences to be resolved by peaceful means, free from coercion, in a manner acceptable to the people on both sides of the Strait. Consistent with the Taiwan Relations Act, the United States makes available defense articles and services as necessary to enable Taiwan to maintain a sufficient self-defense capability – and maintains the capacity to resist any resort to force or other forms of coercion that would jeopardize the security, or the social or economic system, of the people on Taiwan.

挺長的，重點在上文粗體加下線那幾句。中文意思為：

「我們反對任何一方單方面改變現狀。我們期待兩岸分歧能夠透過和平方式、不受脅迫、以兩岸人民都能接受的方式來解決。」

而前版美台關係說明書的相對應段為：

We oppose any unilateral changes to the status quo from either side; we do not support Taiwan independence; and we expect cross-Strait differences to be resolved by peaceful means.

意思是：「我們反對任何一方單方面改變現狀；我們不支持台獨；我們期待兩岸分歧能夠透過和平方式解決。」

看起來的確把不支持台獨的字眼刪除了。

但問題在「我們不支持台獨；我們期待兩岸分歧能夠透過和平方式解決。」被「我們期待兩岸分歧能夠透過和平方式、不受脅迫、以兩岸人民都能接受的方式來解決。」取代了。

「兩岸分歧能夠透過和平方式解決」被改成了「兩岸分歧能夠透過和平方式、不受脅迫、以兩岸人民都能接受的方式來解決」。

原本沒限定誰能參與兩岸和平解決，也就是說美日韓…都有機會參一腳來和平解決。變成了指定好「兩岸人民都能接受」的方式來解決。

也就是說，台灣的未來只能與大陸同胞商量出共識，或投票解決。

這簡直是獨派大災難！

光想著14億對2,340萬的人口差距，而14億中至少有13億8千萬反對台獨，相信獨派支持者必然寢食難安。

美國朋友說 Read between the lines；我們台灣人說字裡行間。讀一篇文章，只讀自己想讀，自動省略不想讀的部分；翻車，是必然的。
